You will need:

Paint Shop Pro
Animation Shop
Filters Unlimited 2/Wood Frame.  If you do not have this use my frame template - here
VDL Adrenaline/Snowflakes - here

Tube of your choice.  I'm using Bez Boardman, please visit this talented artist here
Font of your choice

Lets get started.  Open your tube, shift+D and close the original. 

We are going to use the canvas your tube is on.  Resize the canvas if it is too small, or resize your tube if it is too big.  Add a new layer and flood fill with white and move this to the bottom.  Hide your copyright for now, and duplicate the tube layer.  On the bottom tube layer, go to Adjust, blur, gaussian blur = 10.  Hide your untouched tube and the blurred layer active, new raster layer.

Take your rectangle selection tool, and select a rectangle around your blurred tube.  It doesn't have to be the whole image, as it is the start of your window frame.  Go to effect/plugins/Filters Unlimited 2.0, Wood Frame 1, Variable Color.  These are the settings I've chosen, but you may want a thicker/thinner frame, or a different colour.

Select none.  Take your selection tool, select inside the frame, modify, expand by 10.  Selections, invert, and on your blurred tube hit delete.  Keep selected and invert.  New layer, move this below the frame and blurred tube.  Flood fill with a metallic gradient angled at 224.

Keep selected.  You should have something like this now.

 

Add a new layer between the frame and blurred tube.  Go to effect/plugins/VDL Adrenaline/Snowflakes, and add the following settings.

New layer, add snowflakes again, but move the random seed over half way.  Add another layer, same effect, and move random over to the end.

Now on each of these layers go to adjust/blur/motion blur and apply the follow settings.

Select none.  Now we are going to put a cross frame on our frame.  With your rectangle selection too, and your frame layer active, select down one edge of the frame like so.

Promote the selection to a layer an move it over to the centre of the frame, and move below the frame.  Select none, and add the following inner bevel.

Duplicate this layer, and rotate the bottom copy 90 degrees to the left.  Position across centre frame central, and using your rectangle selection tool, select any that hangs outside the frame and hit delete.  Select none.

Unhide your tube and copyright and position as desired.  Now add your text.  I'm using raindrop splash, in the colour of the dress on my tube.  Add the same inner bevel, and add a drop shadow to the tube, text and original frame of H and V = 0, opacity 50, blur 15.  Crop you image, and now lets animate it. 

Hide the bottom two rain layers, copy merged, and paste as a new animation in Animation Shop.  Go back into Paint Shop, hide the top rain layer, unhide the next rain layer down, copy merged and paste after current frame.  Do the same with the last rain layer.

Click animate and save as a gif.
